What I Do

I am a freelancer working in developing countries on topics such as local government finance, intergovernmental fiscal transfers, local taxation, revenue management, local government accounting, auditing, local government supervision and local government legislation.

I started working in developing countries in 1998 and so far, I had the opportunity to consult in Africa, the Middle East, Asia, and Europe.

Countries include Serbia, Ukraine, Mauretania, Tunisia, Ghana, Togo, Mali, Benin, Cameroon, Ethiopia, Rwanda, Palestine, Syria, United Arab Emirates, Mongolia, Nepal, Indonesia, I guess.

Who I Am

I studied Administrative Sciences from 1988 to 1992, and then worked for a short time at the Freie Universität Berlin and the Humboldt University, before I started my career at the Berlin Science Center. I received my PhD in 2002. Since then, I am working as a freelancer.

I lived in Berlin from 1989 to 2013 and then moved to France, where now, in a village called Grosbliederstroff, is my home.

My Work

Recent work in developing countries includes, among other:

  • in Nepal: Development of a tool for the assessment of institutional capacity of municipalities. The tool is being used to determine the intergovernmental fiscal transfers to municipalities and has been fully adopted by the Government of Nepal.
  • in Mauretania: Development of a tool for the assessment of institutional capacity of local government to know better the capacity development needs of local governments.
  • in Rwanda: Development of a concept and approach for sector decentralisation.
  • Recent studies include, among other:

  • An international comparative study on local government investment grants,
  • An international comparative study on local government revenues, covering more than 25 countries on all Continents.
  • Recent lectures include, among other:

  • European Administrative Law at the Hochschule Kehl,
  • Comparative Administrative Law at Université de Strasbourg,
  • Comparative Administrative Sciences both at Hochschule Kehl, Université de Strasbourg, and in Saarbrücken.
